Sorry page during maintenance

During a mantenance it would be nice to have a "sorry page" during the down time - e.q. something that informs the user, what's going on.
In the same context it could be helpful to be able to display a short "broadcast message" to all users, that log into the system, that a maintenance is planed for a special Date/Time.
